Cynthia D. Liston

A public policy professional for more than twenty years, Cynthia focuses on innovative strategies and collaborative approaches to research, policy development, and capacity building. 

She is currently principal of CD Liston Consulting and is affiliated with Mulberry Tree Consulting.

From 1995 to 2007, Cynthia worked at Regional Technology Strategies, Inc., a national economic and workforce development policy organization in Carrboro, NC.  Serving as Director of Workforce Development Programs, she led research teams, developed new programs, and facilitated multi-college international partnerships focused on learning and innovation. 

She has played major research and management roles in projects funded by the Ford Foundation, the Alfred P. Sloan Foundation, the German Marshall Fund of the United States, the Rapides Foundation, the Kauffman Foundation, the Golden LEAF Foundation, National Science Foundation, the Tennessee Valley Authority, the Appalachian Regional Commission, the National Governors Association, and numerous state agencies.  
   
Previously, Cynthia conducted media relations for the national association of electric utilities, and served on the legislative staff of US Senator Jim Sasser (TN) in Washington, DC.   

She has written numerous articles and publications and has spoken to, among other audiences, the National Governors Association, Oregon’s Workforce Development Summit (keynote), the Texas Workforce Commission, California's Community College System Leadership Council (keynote), and the North Carolina and South Carolina Economic Developers’ Associations.

Cynthia holds a Masters of Public Policy from Georgetown University's Public Policy Institute and a B.A. in Political Science and French from the University of North Carolina at Chapel Hill.
